Carole Okigbo

Board Member

Carole Okigbo is the global head of ETF Capital Markets and Broker/Index relations.

In this role, she leads teams that work within Vanguard’s internal and external ETF ecosystem to ensure the
quality and performance of Vanguard ETFs. She also oversees global broker and index relations to provide strategic relationship management of brokerdealers for the investments division, and corporatewide relationship management of Vanguard’s index providers. She is also a member of the Equity Index Group’s global leadership team.

Previously Carole was head of Investment Strategy Group, AsiaPacific and oversaw teams focused across various research disciplines including economics/capital markets, retirement, and portfolio construction. Carole joined Vanguard as a senior strategist and chief of staff to Greg Davis, Vanguard’s president and chief investment officer and served as strategic thought partner, helping drive strategic direction and prioritization across the investment management division.

Before Vanguard, Carole worked as a senior investment team member in the private equity group of the International Finance Corporation (“IFC”), responsible for executing, monitoring, and exiting buyside investments in the financial institutions and infrastructure sectors in Africa and Latin America. Prior to joining IFC, Carole worked on the sellside as an associate in Standard Bank’s Investment Banking Division focusing on emerging markets mergers and acquisitions. She began her career as an analyst in Citigroup and Savvian Advisors’ investment banking divisions in New York and San Francisco.

Carole holds both a BSc in Economics (Hons) and an MBA from the Wharton School of the University of Pennsylvania.
