Sarah Galbally

Board Member

Sarah Galbally is an experienced public sector leader with more than a decade of expertise in government, education, and strategic policy development.

Sarah currently serves as Chief of Staff to the Superintendent of the School District of Philadelphia, where she oversees the implementation of district-wide initiatives, manages the operations of the Superintendent’s Office, and advances strategic partnerships with city, state, and federal leaders. In this role, she ensures the successful execution of Accelerate Philly, the District’s five-year strategic plan, while driving operational improvements and strengthening strategic partnerships.

Previously, Sarah served as Special Director of Policy for the District, leading state government relations and focusing on education funding, teacher pipeline, and infrastructure priorities. Earlier, she held senior leadership roles in the Office of Pennsylvania Governor Tom Wolf, including Secretary of Policy and Planning, where she directed a statewide team, negotiated budgets, and advanced major initiatives on workforce development, healthcare, and education reform.

Sarah holds a Master of Public Administration from Villanova University and a Bachelor of Arts in Urban Studies from the University of Pennsylvania. She brings a proven ability to align strategy, policy, and execution while building strong partnerships across diverse stakeholders.
